**Local/CCN hires are strongly preferred for this position and are encouraged to apply.** SI is seeking a Survey Research Monitor (SRM) to provide integral support to the evaluation. The SRM will have varying responsibilities including advising on evaluation planning, coordinating the implementation of the evaluation, overseeing and managing data collection teams, and contributing to the final evaluation report. The SRM will be expected to start in mid-April 2020 and be available through June 2020, with an estimated 40 days of LOE. The SRM will report to the Team Leader and should be based in Haiti for the entirety of data collection (approximately 6 weeks in Apr-May 2020).

Function

The SRM shall have a master’s degree in educational statistics, psychometrics, or other related education field, and will possess excellent writing and interpersonal skills. S/he shall be an expert in early grade reading instruction and analysis, with at least 7 years of experience in testing reading results in young children. Work experience in evaluation and with USAID will be an asset and fluency in both English and French are required. Haitian Creole is required.

Responsibilities

Advise on evaluation design and planning. Attend meetings and phone calls with SI HQ, SI Haiti, USAID, and IPs, as necessary Liaise with local data collection firms, teams, and supervisors - Review data collection methodology, manuals, and tools - Participate in data collection training in Port-au-Prince in May 2020 - Perform quality assurance oversight of quantitative and qualitative data collection, including but not limited to call-backs, accompaniment, and daily data verification - After data collection, assist with data cleaning and analysis as appropriate and necessary - Contribute to draft and final report writing
