Description

Association SOS Children’s Villages Uzbekistan is calling for proposals for external evaluation from highly qualified individual consultants or consulting companies, with experience in project evaluation and expertise in the following technical areas: human development, child rights, child protection, social work, and education. Qualification requirements: - Excellent written and verbal communication skills in English, Russian and Uzbek. - EDUCATION: Higher degree in Public Policy, International Development, Development, Economics/Planning, Public Administration and Management or other related field. - WORK EXPERIENCE: At least 5 years of relevant professional expertise. Specialized experience and/or methodological/technical knowledge, including some specific data collection and analytical skills, in the followings areas: - OECD-DAC evaluation criteria. - Logical framework analysis. - Participatory evaluation methodologies. - Survey design, quantitative and qualitative data collection and analysis. - Child rights-based approaches to programming. - Gender considerations. - Being familiarized with SOS mission, vision and quality standards will be required for the evaluation.

Responsibilities

The range of tasks that are expected from an evaluation consultant are: - Developing evaluation methodology including appropriate data gathering instruments; - Conducting secondary data review; - Conducting the evaluation in accordance with the terms of reference; - Managing and representing evaluation team to ensure efficient performance of tasks by and between the team members (in case of group of consultants); - Presenting evaluation findings and recommendations at meeting with stakeholders; - Be responsible for timely submission of evaluation report (inception & final).
